The budget indoor pan-tilt camera: 5MP, a fixed lens, dual-band Wi-Fi, and an Ethernet port for a wired spot. It runs from a 5V adapter, not PoE.

Listed as tested in Home Assistant’s Reolink docs and fully local, with pan-tilt control and person, pet, and motion detections. Its two-way audio works in the Reolink app, not in Home Assistant.

Specify the E1 Pro, not the plain E1: the E1 has no local web API and only works with Home Assistant through a Reolink NVR or Home Hub. Step up to the E1 Zoom for 4K and optical zoom.
